At the Heart of the Knowledge City at the New Administrative Capital, The Ministry of Communications and Information Technology established EUI, in collaboration with the Ministry of Higher Education and Scientific Research, to be the first specialized university in Communications and Information Technology and their affected fields across the Middle East and Africa.

As a non-profit ICT specialized university, EUI seeks to create a specialized ICT community and equip young people with digital skills to fill in-demand jobs in local, regional, and international labor markets. Establishing EUI is part of MCIT's efforts to build an integrated information society and support the growth of the ICT sector in the New Administrative Capital. In appreciation of EUI's potential role in producing high calibers of ICT professionals, the Former President of Egypt, Counsellor Adly Mansour, accepted to chair the University Board of Trustees, consisting of highly reputable members from the academia, ICT industry, media, and public figures.

EUI has four faculties: Computing and Information Sciences, Engineering, Business Informatics, Digital Arts, and Design. EUI offers technology-oriented, multi-disciplinary, and inter-professional programs, focusing on emerging technologies, business and market needs, and their applied related areas and disciplines.

EUI attracted distinguished faculty members in challenging fields with long international experience in teaching and scientific research; the administrative structure was carefully selected at the highest standards. Egyptian and international experts designed academic courses in Digital Transformation, AI, Data Engineering, the Fourth Industrial Revolution, Electronics Manufacturing, Communication Sciences, Fintech, Data Analytics, Digital Marketing, Animation Arts, User Experience (UX), and Digital Game and Product Design. The courses were modeled on world-class universities' offerings, considering Egyptian quality and accreditation standards, through dual degree agreements with top-ranked universities worldwide. Successful candidates obtain a EUI degree and a foreign university degree.

Successful candidates under a dual degree agreement will spend their senior year at the agreed-with university campus abroad, with some blended courses offered by the foreign university during the first years of their study at EUI premises. EUI has agreed with Purdue University, West Lafayette (PWL), (ranked #4 Engineering on US News, for a dual degree in electrical and computer engineering). EUI has also agreed with the University of Minnesota, Twin Cities, in the US, (ranked # 34 in Computer Science on US News, for the dual degree. As for the Faculty of Business Informatics, EUI has concluded an agreement with the University of Ottawa and Telfer School of Management ( ranked #10 in Canada for business education) to offer students dual degrees in  Business Technology Management, Digital Marketing and E-Commerce and Finance Programs.
